J. Articulation and Transfer

TRANSFER CREDIT
The Registrar will initially determine which courses transfer to a student's program of study with input from the program's faculty. In the event the student contests the Registrar's decision, the Vice President for Academic Affairs will make the final determination.
Guidelines for the Evaluation of Transfer Credit
Official transcripts are required from all postsecondary institutions verifying a minimum grade of "C" in all courses for which students are seeking transfer credit to their program of study.
Ordinarily, institutions from which credits are transferred must be accredited by a regional accrediting association. Credit will be given on a course equivalent basis. In some instances where course equivalency is questioned, credit must be validated by the examination.
A desktop review (evaluation of courses for transfer credit) is required. In some instances, additional information regarding course content and faculty qualifications may be required in order to confirm course equivalency.
Transfer credit is awarded only in areas offered within the current curriculum of North Georgia Technical College and appropriately related to the student's program of study.
There may be time limits on transferability of some occupationally related technical coursework. (See the Registrar for appropriate time limits on programs of study).
There are no time limits on transferability of general education courses.
Course-specific credit hours accepted for transfer must equal or exceed NGTC course hour requirements, such as 5 for 5. The maximum hours of course credit given shall not exceed the number of hours awarded for the same course at NGTC.
Testing (written and/or performance) may be required to validate proficiency of a student for coursework to be transferred.
NGTC reserves the right to rescind previously awarded student course exemption as warranted.
Procedure for Transfer of Credit from a Non-Regionally Accredited Institution
Students may submit a request to have credits that were earned at a non-regionally accredited institution accepted by North Georgia Technical College for transfer. Before such credits are accepted, NGTC must receive from the transferring institution information regarding the course instructor's educational background and course materials sufficient to show the course content, level of instruction, and rigor of the course(s) for which transfer credit is requested. (TCSG colleges are exempt from verifying course content but must verify instructor qualifications).
Conditions
Courses considered for transfer are subject to all Technical College System of Georgia policies and any conditions for validation that may be prescribed by the accepting institution.
When the courses are accepted for transfer, equivalent courses are recorded on the transcript; but the grade earned at the previous institution is not recorded or calculated into the student's grade point average.
In any subsequent evaluation, equivalencies for system common courses and system general education courses will not be changed. Equivalencies for unique courses may be changed, re-evaluated, or inactivated. Additional equivalencies may be added and evaluated.
The college-specific certificate/diploma/degree requirements determine if the courses transferred are applicable to the student's degree program at the college and if they meet the minimum grade criteria.
Procedures
To apply for transfer credit, the student will submit to the Office of the Registrar a Request for Transfer Credit From a Non-Regionally Accredited Institution form for verification of qualifications. The Registrar will forward the request to the transferring institution. Upon receipt of the necessary information, the Registrar will forward the request, along with the instructor and course information, to the appropriate program Department Chair. The Department Chair will arrange for the review of the information with the appropriate program faculty and the Vice President for Academic Affairs or designee. The Department Chair and the Vice President for Academic Affairs or designee will sign the request and return it to the Registrar who will inform the student of whether the request is accepted or denied. If the request is denied, the student will be informed of alternatives such as available exemption tests or the retaking of the course, including the possibility of waiver of the testing fee(s).
Procedures for Military Training Credit
North Georgia Technical College may award credit for training received in the Armed Forces. The training should be certified by the Guide to the Evaluation of Education Experiences in the Armed Services, published by the American Council on Education and approved by the Registrar.
EXEMPTION CREDIT
Guidelines/Procedures for Exemption Credit
A. NGTC Exam
Students will be advised during the admissions process and reminded at departmental orientation about the exemption process so that exemption tests are taken before the student registers for the course. Students applying for exemption must be current students at North Georgia Technical College in order to be eligible to take an exemption test.
The Registrar will be responsible for managing the procedures for exemption credit.
The required form for taking exemption tests is available in the Admissions Office.
If a student who had paid the fee for a test cannot report at the scheduled time, the student may reschedule one other test date if scheduled within 90 days. The fee is $5.00 per course credit hour and is non-refundable. A student will be permitted to take an exemption test only once unless the Vice President for Academic Affairs specifically approves a second attempt.
If a student has already registered for a course and then desires to take an exemption test, he/she must do so within the first 7 days of the quarter and should follow the same procedure outlined below. Otherwise, the student will not be allowed to take the exemption test. If the student exempts the course, he/she should drop the course following Drop/Add procedures and be given the opportunity to add another course. The student must still pay the $5 per credit hour test fee. Students are not allowed to take an exemption test if they have attempted the course previously.
Procedures
Students who desire to apply to take exemption tests should complete the top portion of the application available in the Admissions Office.
The instructor(s) responsible for the course will complete the appropriate section of the application which lists the time scheduled for the exemption test.
The student will take the form to the Business Office and pay the fee. The fee will be waived if the exemption test is to validate articulated credit.
The student will come on the scheduled date and time, take the test, and leave the application with the instructor.
After the instructor has evaluated the test, the instructor will complete the bottom portion of the form and forward it to the Registrar's Office.
The Registrar's Office will award the credit if the student has been successful.
B. Standardized Exam
Credit will be awarded based on nationally normed exams, including but not limited to CLEP and AP exams. The student must arrange to have official transcripts provided to the Admissions Office. An equivalent grade of "C" will be required in order for credit to be awarded. BANNER will reflect which nationally normed exam was accepted and date of the exam.
ARTICULATED CREDIT
Guidelines for Articulated Credit
Secondary articulated credit will be transferred according to TCSG and NGTC Policy. Validated credit will be entered into a student's academic history with a grade of "AC." High school Education and Career Partnership (ECP) students desiring articulated credit must furnish the NGTC Admissions Office with a completed statewide and signed articulation form from the high school along with an official transcript. The form should either be attached to the transcript or contain the school seal.
